They don't make any sounds. Unless they choke on their food, or are mating. While mating they make weird heavy breathing noises.

Yes, I was joking. To answer your question, sorta, I remember a vid of a large tortoise making an "ooooOOOOhgh" sound as he mated. Not sure if it applies for normal sized turtles.
