Unfortunately that's becoming less and less true because of the people that like to perpitraite the "practical joke" fad both on the internet and on the steet in general. they're either perpitrating or they're taking credit fot a sighting.
On this particular one there was a bunch of collage kids saying that they had released a bunch on chinese lanterns and that's what's being filmed here.

those are just chinese lanterns! didnt you guys play with these things when you were younger? ok, take a slow burning fire starter, take lightweight but non flammable cloth or whatever, shape it like a balloon, attach the firestarter somehow, to its base, light it, let the warm air gather and let go of the whom assembly...it'll float gently into the night sky...beautiful to watch
