Well its also cultural. Here in america the biggest series of jokes are on blacks, whites, and arabic people (The ones who take the joking seriously need to get laid.. by a horse... with a sandpaper condom) In England its more heavier on culture, Germans, Arabs, French, Americans. In germany you see a lot about the americans, swedish, dutch. Its not as much mean, as it is, those groups are just more popular/well known in a region for good or for bad.
