the monkey is a metaphor, he is not explicitly singing about shocking monkeys although the video makes it as he is.
Here is something I found on it.
Gabriel himself has described "Shock the Monkey" as "a love song" that examines how jealousy can release one's baser instincts; the monkey is not a literal monkey, but a metaphor for one's feelings of jealousy

this song is about sending the first monkey into space and having to deal with the psychological turmoil of seeing the monkeys expressions as it was fatally tested for a reaction to that dry pressure vaccuum that is space.

Actually, in a 1982 interview, Peter said that this song was about seeing his ex girlfriend with another man while he was high on cocaine.
He was talking about drugs being a monkey on his back.
