This martial law declaration was a term used in Congress to get immediate votes on the House floor. The only people who can declare martial law is the governor, mayor, and president.

Martial law, in this sense, is a legislative term that requires representatives to vote on the bill immediately. Due to the urgency of the financial situation, Congress is trying to get something done. It's assumed the members won't have time to read the entire bill but they are not allowed to leave. It has nothing to do with military martial law.
I myself am very suspicious of the things going on in our government, but it's ill-grounded assumptions and reactions like this that hurt our cause.

SkateboardGreg, perhaps you should watch the other video with Congressman Brad Sherman. I understand the concept of "legislative martial law." However, he CLEARLY stated that he was told that "America," not the house of representatives would be under martial law if the bill was not passed. There's a VERY big difference between the two. What hurts our case is that the citizens of American were NOT in favor of this bill and yet our voices were silenced with the $108 billion in bribes
