I personally am all for no plan at all. Lets see how the American economy crumbles, it will be a humbling experience. We lose 1.2 trillion dollars in the market and it wont effect main street? That is a bunch of bullshit, by not passing that bill, Repubs/Dems have pulled the trigger on the financial district. If they needed more time to make a better bill, then they shouldn't have put it up to Congress so Wall street could react to it. There is no excuse for this failure.
