Never heard of the arm thing. But back in the old days, Soviet scientists used to wash their faces with liquid nitrogen. The liquid quickly vaporizes and forms a coating which prevents the liquid nitrogen to have further contact with your skin. This principle is the same as dropping water on very hot plate. In which, you can see spherical drops of water on top of the plate, rolling instead of vaporizing in an instant.

However the coating of gaseous nitrogen can be broken, most commonly with hair on your body. This is why when the Soviet scientists washed their faces with liquid nitrogen, they prevented it from contacting eyebrows.

Eh.. No.. why whould they? It's not below 0 degrees, (if it were, it'd be ice) and you don't die from that.. Not instantly, maybe if he stayed in there, with no possibility of getting up. My guess is that he'd drown after some 5 -6 hours from exhaustion. But he's not in that long.

Liquid nitrogen is -330°F. And the reason that guy was able to swim in the water is because the liquid nitrogen turned into carbon dioxide before it even touched it!! :O
