Well, the quran doesn't mention anything about mandatory dress wear for girls, all it says is dress "modest". People were already wearing items similar to hijab because they lived in hot desert type places so you can't go by that...hadith is the only place that mentions mandatory hijab wear not the quran(I can pm you proof if necessary, thanks)
